Pediatric Specialty Care in Philadelphia is seeking a Human Resources Manager (HRM) to lead and support our team in a highly specialized, mission-driven environment.

 

This is a roll-up-your-sleeves, on-site HR leadership role - ideal for a professional who thrives in day-to-day operations while serving as a trusted partner to clinical and operational leadership. At PSC Philadelphia, you’ll support a team dedicated to caring for medically fragile and technology-dependent children. The work is meaningful, fast-moving, and deeply people-centered. There is no large HR team onsite; you will be the primary HR resource, responsible for both strategic guidance and hands-on execution.

Responsibilities

Human Resources Manager (HRM) – Pediatric Specialty Care, Philadelphia

As the on-site HR leader, you will support all aspects of Human Resources operations for a pediatric specialty care center, partnering closely with leadership to ensure a positive employee experience and strong operational performance.

 

Recruitment & Workforce Planning

  • Lead full-cycle recruitment for clinical and non-clinical roles using the Applicant Tracking System
  • Partner with leadership to identify staffing needs and drive timely hiring outcomes
  • Support and participate in recruitment events, open interviews, and community partnerships
  • Manage internal postings and employee transfer processes
  • Promote and track the Employee Referral Program, ensuring timely payouts and engagement

Onboarding & New Hire Experience

  • Facilitate onboarding for all new hires, ensuring completion of required documentation and compliance requirements
  • Deliver HR components of General Orientation and support a strong, welcoming start for new employees
  • Coordinate onboarding workflows to ensure a smooth transition into the organization

HR Operations & Compliance

  • Maintain accurate and compliant employee records in accordance with regulatory requirements and company policy
  • Ensure all required licensure, certifications, and health documentation are obtained and tracked
  • Initiate and manage performance evaluation processes, including probationary and annual reviews
  • Administer new hire surveys and exit interviews to support retention and continuous improvement
  • Process personnel actions including status changes, terminations, and updates across systems

Payroll & Benefits Administration

  • Support accurate and timely employee data management within HRIS systems
  • Review time and attendance records for accuracy and approvals
  • Assist employees with payroll and benefits inquiries
  • Communicate benefit offerings and support enrollment processes
  • Administer offboarding-related benefits communication and documentation

Employee Relations & Culture

  • Serve as a trusted resource for employees and managers, addressing questions, concerns, and workplace issues
  • Support leadership in performance management, coaching, and employee development
  • Ensure consistent application of company policies and corrective action processes
  • Drive employee engagement initiatives, recognition programs, and team-building activities
  • Foster a positive, respectful, and mission-driven workplace culture

Leave Management, Compliance & Risk

  • Coordinate leave of absence processes, including FMLA and other regulatory requirements
  • Manage unemployment and workers’ compensation claims, including documentation and responses
  • Maintain required reporting (e.g., OSHA logs) and participate in safety initiatives

Qualifications

Human Resources Manager (HRM) – Pediatric Specialty Care, Philadelphia

  • Bachelor’s or Master’s degree in Human Resources, Business Administration, or a related field required
  • PHR, SHRM-CP, or similar HR certification preferred
  • Minimum of five (5) years of progressive Human Resources experience, including experience in a management or site-lead role
  • Prior experience supporting healthcare operations strongly preferred (pediatrics, post-acute, or similar clinical environments)
  • Demonstrated knowledge of federal and state employment laws and regulations, including FMLA, OSHA, COBRA, and related compliance requirements
  • Experience with full-cycle recruitment and onboarding in a fast-paced environment required
  • Payroll and benefits administration experience strongly preferred
  • Proficiency with Microsoft Office and HR systems (experience with platforms such as UKG, ADP, or iCIMS preferred)
  • Highly organized, detail-oriented, and able to manage multiple priorities effectively
  • Strong written and verbal communication skills, with the ability to engage and build trust across all levels of the organization
  • Ability to work independently as the on-site HR leader while partnering effectively with operational and corporate teams
